First great Joint Commission of
co-operation Cote d’Ivoire/Iran
The requisite click occurred, the Ivorians came
From last
October 26 to 28, that is to say during three days, was held
in Teheran, capital of the Islamic Republic of Iran, the
conference of first great Joint Commission of co-operation
between Cote d’Ivoire and Iran. It is a big delegation of
about more than 40 people, economic operators from private
sector, and persons in charge for the public and parapublic
structures which were all led in Iran by HEM Youssouf
BAKAYOKO, minister of Foreign Affairs of Cote d’Ivoire.
It is in
2004, at the end of the official visit he performed on the
persian earth, from 11 till 14 October, that minister of
Foreign Affairs of Cote d’Ivoire, SEM Mamadou BAMBA signed
with its counterpart at this time, SEM Kamal KHARRAZI,
agreements including ivoiro-iranian joint commission. Visit
of the minister of Cote d’Ivoire which followed the one that
performed in January, 2002 in Cote d’Ivoire, by minister
Kamal KHARRAZI at the head of a very strong delegation of
moreover 60 people.
Eager
therefore to reinforce understanding, and solidarity between
their people and to assure them an improved well-being;
guided by a common will to intensify political, economic,
scientific, technical, social and cultural co-operation
between their States, Cote d’Ivoire and Iran established
this Great Joint Commission. The objective was, laying down
the orientations of the actions to be carried out by the two
parts in order to intensify their co-operation in all the
fields.
To achieve
this goal, it was assigned to this Joint Commission, which
must meet alternatively in each country every two years, the
following tasks:

To proceed to bilateral consultations and
dialogues on the great international questions;

To promote economic development and social
progress and contribute to the improvement of trade,
scientific, technical and cultural relations between both
countries;
-
To favour exchanges between the political,
economic, social, cultural, scientific and technical
institutions of both countries.
It is from
November 19, 2007 that the various members of the delegation
of Cote d’Ivoire began arriving. The whole crowned by that
of minister BAKAYOKO himself, on Sunday, November 25th,
2007, as all the others, in the international Imam KHOMEINY
airport located 30 km in the south of the town of Teheran on
Qom city road. This effective presence of the ones and other
constituted for the chief of the diplomatic mission of Cote
d’Ivoire in Iran, HEM Roch d'Assomption TIETI, a deep reason
of real relief.
Without
counting that as regards bilateral international
co-operation, the visits of the Heads of State, like the
visits of the Foreign Ministers, are, with the holding of
the Joint Commission, instants of deepening and firming up
of bilateral relations. Also, it was necessary that, this
time it does not have absolutely there no contrariety, no
false note. So that there do not remain more than the visits
of both heads of state as next objective to be accomplished
to fasten the curl.
But it was
inscribed somewhere that this time would be the good one.
The click occurred, finally. And the Ivorians who can show
their engagement, their determination, when the moment
arrives, were mobilized for this trip. Ambassador, chair
managing director, managing director, section heads,
bankers, presidents of structures of micro-finance,
president of cooperatives, property promoters, other
diplomats, experts in communication, experts in
international finances, journalists of newspaper, TV and
radio, operators of the areas of sectors of building, public
works,
food-producing, rural electrification, transport, oil and
gas, economy and finances, undertook the trip to Teheran.
The ones
were led by Mrs Christiane DUNCAN, technical adviser of the
actual managing director, representing the Ivorian
investments promotion centre (CEPICI) which ensured the
coordination of their trip, in collaboration with the
embassy of Cote d’Ivoire. The others came on Iranian earth
as for the State, with at the head, HEM Kramo KONAN,
Director of the ASIA/Middle EAST department of the ministry
of Foreign Affairs of Cote d’Ivoire.
During
three days, the delegation of Cote d’Ivoire could discuss
with the Iranian side led, according to their rule, by
Minister of Trade, Dr MIRKAZEMI.
The
official opening of the work was held in Esteghlal hotel, on
Tuesday November 26th, 2007 in the presence of
the two chiefs of delegations. This one was followed by work
of the three commissions envisaged by the agreements.
Indeed, the great joint Commission is composed of three
commissions:
-
the commission for political affairs;
-
the commission for economic and financial
affairs;
-
the commission for education and culture.
One of the
fortes of this stay of the Ivorians was irrefutably the
meeting between members of the delegation of Cote d’Ivoire
and the Iranian economic operators in the chamber of
commerce of Teheran. This one followed the exchange of views
between the minister of Cote d’Ivoire and the president of
the chamber of commerce, industry and mines, M NAHAVANDIAN.
These exchanges between operators of the public as well as
the private opened the way to meetings in « B to B » about
which some people and the others spoke well.
In the
evening of this first day, the minister Youssouf BAKAYOKO
was received in audience by his Iranian counterpart, HEM
Manoosher MOTTAKI. After an exchange of views characterized
by a great cordiality which allowed a review of the
bilateral, regional and international questions, the two
ministers, MOTTAKI and BAKAYOKO, signed an agreement about
abolition of visas for the holders of official passports
(service and diplomatic passports).
Later, the
minister from Cote d’Ivoire who was accompanied by
ambassadors Kramo KONAN and Roch d'Assomption TIETI, as well
as Victor Nambélessini SILUE CEO of National bank for
investments (BNI), was the guest of his iranian counterpart
to have dinner.
While the
minister of Cote d’Ivoire, held by internal obligations
among which in particular the trip north of Cote d’Ivoire
(Korhogo, Ferkessédougou, Boundiali, Tengrela, Sinématiali /
Péguékaha) of HEM LAURENT GBAGBO, left Iran, works continued
on Tuesday, November 27th, 2007. And in the evening, an
official dinner was offered by the Iranians to all the
members of the delegation of Cote d’Ivoire in Laleh hotel.
On
Wednesday November 28th, 2007, after the two
parts agreed on the text of the final declaration of this
first great Joint Commission, this one was initialed by HEM
Roch d'Assomption TIETI, ambassador of Cote d’Ivoire in Iran
and Mr. MIRKALAI, director of the co-operation with Africa
and the Arab countries within the iranian ministry of trade,
the prerogative being left to the two ministers to sign it
in due form after transmission by diplomatic way.
In the
evening, it was the apotheosis of this first stay of the
Ivorians, in such a great number, in Iran, in the residence
of the ambassador of Cote d’Ivoire in Iran. They were the
guests of the dinner-gala organized in their honor by
ambassador TIETI, his spouse Simone TIETI and the members of
mission of Cote d'Ivoire in Iran.
On this
occasion, each member of the delegation from Cote d’Ivoire,
was entitled to make a review of his activities, of his
contacts in order to allow the ones and the others to be on
the same level of information.
Let us
point out, indeed, that in margin of official work which was
primarily made negotiations, the members of the mission of
Cote d’Ivoire had many activities, according to the fields
of specific interest of each one.
